Rosemarie is a senior planning consultant with 30 years of experience in the public and private sectors and currently lectures on the BSc in City Planning and Environmental Policy at University College Dublin. In 2022, Rosemarie commenced working as an independent Planning Consultant and also partners with other specialists on various projects. Qualified in planning and law, Rosemarie has considerable experience in all aspects of Irish planning practice.

For the last several years, she has worked as the Senior Planner in a large planning practice with responsibility for private, public, and state clients included the Office of the Planning Regulator, the NDFA, Dublin Port, various County Councils, Approved Housing Bodies, the Irish Prison Service, Trinity College Dublin, and numerous large and small residential development companies. She has been responsible for overseeing complex planning applications, appeals, EIA, and strategic housing applications. She provides relevant planning and environmental advice on a variety of topics spanning both the natural and built environment including updates on new legislation and case law.

She has worked as a consultant planning inspector and as a senior inspector in An Bord Pleanála and dealt with a variety of appeals in the residential, commercial, retail, industrial, waste, windfarm, and conservation sectors including conducting oral hearings. When working with the Board, she advised on new legislation. Before working with the Board, she worked in Australia and Dublin City Council.

Rosemarie qualified with the Barrister at Law degree and was called to the Bar in 1994. She received a Master’s in Regional and Urban Planning in 1989. She is a Corporate Member of the Irish Planning Institute and a member of the Irish Environmental Lawyers Association. She has lectured in TU on planning and environmental law and currently lectures in University College Dublin.
